This service is used when the paperwork required to legally marry has not had sufficient time to be registered (i.e. 1 month & 1 day before the actual marriage date, you must complete the Notice of Intention to Marry or the divorce certificate may not have been issued in time). Through circumstances unavoidable, sometimes the time factor becomes an issue if invitations have already been posted. A commitment ceremony has all the factors of a marriage without the legality. A Certificate can still be signed and witnessed, rings given and commitments made. The legal side of the service can then be performed privately once the correct time for paperwork has lapsed.
